...is the Turkish Radio and TV censoring body that routinely metes out punishments to TV/Radio stations (and Internet websites) for such offences as: profanity, belittling Atatürk, overly-erotic references or presentations, coverage of politically sensitive or potentially slanderous news stories, etc. The punishment, which is always administered after the fact, consists [usually] of a one day suspension of all scheduled programming -- though we have seen as many as 15 days suspension.

But RTÜK also has the power to 'permanently' shut a TV/Radio channel down -- as they did in May 2005 (see below). And, as of this writing (28 August 2008), RTÜK has been banning the popular YouTube website for more than 3-months, without an explanation.


In the news: May-June 2005 -- RTÜK bans adult-channels after (phantom?) complaints... It had been suggested (see 'Parliamentary Puppet?' at upper left) that RTÜK members be appointed directly by the Turkish Parliament (itself controlled by the religious-right AKP, at present). But even though that is now a reality, the High Comissioner's announcement of an immediate ban on all of DİGİTÜRK's pay-for-view adult TV channels (including the soft-porn Playboy Channel) caught almost everyone by surprise. The reason for the ban, the High Commissioner said, was that the Commission had received 'so many' viewer complaints...

RTÜK's action brought swift negative reaction from 'freedom of expression' advocates in the Turkish press (even, surprisingly, from a few AKP party hacks). And the questions swirled... Where did 'so many' complaints come from? The only people with access to the adult DİGİTÜRK channels were those who had ordered and installed special digital receivers and satellite-dishes -- who, further, had paid an additional adult subscription surcharge. Were these the viewers in question? Had they gone to all that extra expense, just to register their complaints? 'Not bloody likely' was the general belief. (Much more likely, was that the complaints came from religionists who had heard about, but not actually seen, the adult-channels on air. Journalist Fatih Altaylı added fuel to the fire by claiming [in his column dated 9 May 2005] that the complaints had been organized by Sinematürk, a Turkish adult-film production company that was in a royalty dispute with DİGİTÜRK.) And, after cartoons lampooning the RTÜK decision appeared in the popular press (see left), the High Commissioner seemed to waver slightly, saying, "Those who wish to challenge our decision in court are free to do so." But, as of early June no one had done that, and the adult channels remained off-air. Ed. Ooof! First the sin taxation... now this. Where's the live-and-let-live Turkey of old?
